VIRGINIA BEACH -- City zoning officials have grounded a pastor's traffic-dodging helicopter commute. The Rev. Steve Kelly of Wave Church, a nondenominational Christian group, was being taken on Sundays between churches about 30 minutes apart by car. Time in the air cut that to about 12 minutes.
